Rise of Kingdoms tier list — best commanders ranked

Last updated: September 17, 2026. This tier list ranks Rise of Kingdoms commanders by overall value across the four things that actually decide fights: open-field battles, rallying and attacking cities, garrison defense, and resource gathering. Because RoK commanders are heavily specialized by role and troop type, a placement here reflects how much a commander pays back your investment — not that they beat everyone in every situation. Whether you play on a Windows PC client or through an emulator, the priority is the same: pour sculptures into a small core, not a wide bench.

Rise of Kingdoms tier list

Tier Commanders
S Alexander Nevsky · Zhuge Liang · Liu Che · Scipio Prime · Hermann Prime · Xiang Yu · Guan Yu · Yi Seong-Gye
A Justinian · Huo Qubing · William Wallace · Shajar al-Durr · Ashurbanipal · Sun Tzu Prime · Boudica Prime · Ragnar Lodbrok Prime · Belisarius Prime · Saladin
B Charles Martel · Constantine · Richard I · Choe Yeong · Ramesses II · Attila · Nebuchadnezzar · Alexander the Great · Mehmed II · Cao Cao
C Cleopatra VII · Constance · Gaius Marius · Šárka · Sun Tzu · Boudica

A commander's real value is inseparable from their pairing and role — Xiang Yu without a strong cavalry partner is a fraction of Xiang Yu with Huo Qubing. Weigh F2P-friendly picks like Yi Seong-Gye, Charles Martel, and the elite gatherers heavily: reachable strength you can max out beats a legendary you'll never fully sculpt.

Best by role

  • Open-field (cavalry/infantry/archer): Cavalry runs on Xiang Yu, Huo Qubing, and Justinian; infantry leans on Guan Yu, Scipio Prime, and Sun Tzu Prime; archers want Yi Seong-Gye and Zhuge Liang.
  • Rallying / attacking cities: Scipio Prime, Zhuge Liang, and Ashurbanipal lead rallies against cities and objectives with the highest sustained burst.
  • Garrison / defense: Charles Martel and Constantine anchor structure defense; pair with Richard I or Choe Yeong for damage reduction and counterattack pressure.
  • Farming / gathering: Cleopatra VII (stone), Constance (wood), and Gaius Marius (food) each specialize, while Šárka boosts every resource type — split them across nodes to keep your alliance deposit full.

How to read this tier list

Treat this as an investment-priority guide, not a draft order. Sculptures and universal legendary heads are the scarcest resource in the game, so the worst mistake is spreading them thin across five half-built commanders. Pick one open-field pair and one rally lead from S or A tier, take them to 5/5/5/1 (and eventually maxed) before you touch anything else, and let B-tier commanders ride along as secondary pairs. C-tier picks are utility: gatherers and peacekeeping starters that never need expensive sculptures at all. If you're F2P, build around the commanders you can realistically obtain — a fully maxed A-tier pair will outperform a starved S-tier legendary every time.

Methodology & updates

Rankings reflect community consensus pulled from active RoK tier lists and guide sites cross-checked in September 2026, weighing open-field, rally, garrison, and gathering value together rather than any single mode. The meta shifts with each new commander release, Prime rework, and KvK season, so we re-check placements as those land — a commander that dominates KvK1 can fade once crystal technology reshapes the power curve. Bookmark this page and check the "last updated" line before making big sculpture decisions.
